Framerate Issues Since Dawntrail Launch

I ran a tool that allows you to see your FPS and all and the weird thing is that it doesn't show my FPS as dropping. The game maintains 60fps even when it hitches/stutters.

The tool is called RivaTuner Statistics Server.

Something seems to be causing the game to have bad frame pacing issues.

I'm temped to remove my Xbox controller (as Breembin suggested). The problem is that I have zero clue on how to play the game with keyboard and mouse.

I've read about this controller problem on reddit already, it seemed to fix the game for a few people. But I for example have no controller plugged in. So I doubt it's only that.

Nevertheless, playing with a controller shouldn't be causing any problems to the game whatsoever. I just hope this problem will be acknowledged soon becuase the stutters are at best annoying and for some people even game breaking.

Unstable FPS dropping to the low 50's while CPU is at 25% and GPU is at 50% load
Something does not add up.

I posted my issue here, and just now updated it with the solution that seems to work for now, maybe it can help others too: I disabled SLI support in my computer settings (and reinstalled the game, but I'm pretty sure the other part did the trick).

I have no SLI to turn off and even a complete uninstall and redownload/reinstall did nothing. Game still stutters.

I'm also losing hope. It's so weird. Now the stutters aren't as frequent, but instead my whole game will freeze up to 10 seconds. This can be fatal in dungeons or trials and makes the game unplayable at the moment.
My GPU is running at 50°c max and my CPU is also doing fine. I have no idea where the issues come from. I'm trying a reinstall right now, but I fear it won't change anything. I'm at a complete loss...

I cannot say for sure what I did that actually fixed it, but at least for now for me the stutter has stopped. I noticed that whenever I got the stutter I was also getting a spike in disk activity on my media disk. I have my OS and FFXIV installed on an SSD, but have another larger (and much slower) HD for media, but it is also my drive that has my user files on it so it includes some FFXIV stuff like the character settings and macros and whatnot. The "Service Host Diagnostic Policy Service" was also spiking in usage at this time, and used the resource monitor to find there was a particular file on the slow drive (D:/$LogFile) that was being written to with a long response time. The stuff I tried:

- followed the instructions here to clear the logfile that service was using.
- cleared out my recycle bin since the restore for that is part of what makes up $Logfile (was actually quite a lot of data in there).
- defragmented the larger drive.
- unplugged (and have since plugged back in) a couple of external drives.

The usage spikes on that drive stopped and the framerate drops seemed to get better, but not fully go away. Instead of two hitches (a freeze, a frame, a freeze, and back to normal) it was now only freezing once. Today, after restarting the computer, I have not had any hitches aside from some expected slowdown in town loading player characters. I'm not sure if the issue is fully fixed or if it will come back soon, or even what in there actually helped, but the drive usage fully corresponded to my hitches (two spikes at exactly the times when it would do its freeze-frame-freeze) so they seemed quite related.

It looks like this issue has more than one cause, but maybe this can help someone else.

For anyone still looking for a fix to this.
What helped me, or at least it appears so for the moment, was disabling "Microsoft Device Association Root Enumarator" in Device Manager -> View -> Devices by connection and right click on Microsoft Device Association Root Enumarator and disable it.

I do believe, that did the trick. I've made it through 2 cutscenes and no freezes. Also, walking around major city and no freezes!
