I also had a similar issue. Check if the Device Manager is constantly "refreshing". If so, identify and remove the device causing the malfunction. By the way, in my case, the reason for the refreshing issue was that there were several TV options under "Bluetooth Devices" (they came from video playback apps with screen casting feature installed on Sony TVs running Android system). Deleting all of them from your Bluetooth devices resolved the problem.

Happening again after briefly being fixed. Nothing changed in my setup, unsure if it's related to the USB cable or not and the old bug with devices changing.
This is still happening in October. I have a GTX 3060, and both the CPU and GPU usage stays below 30%. I have tried every suggestion listed in this thread and none have worked. At maximum settings I get a stable 60 fps with frequent FPS drops down to the 15-20 range. Even at the minimum graphical settings, the issue still persists. It can't be a rendering issue as I've turned on low-quality LoD models and the issue still persists even while simply standing still and not moving at all for 10 minutes. Dawntrail was the only reason I renewed my subscription after Endwalker launch, and it is frankly absurd that there has been no acknowledgment about this issue months after launch.

I wanted to share my experience with the frame rate and stuttering issues, which has been causing me motion sickness. I really hope Square Enix can fix this soon. Because of the recent graphical changes, I can barely play. I feel misled because the benchmark said my device was suitable. If we could go back to the old graphical settings, I would do it immediately because the current state is really bad.
I'm thinking about suspending my subscription. If version 7.1 doesn't improve things, I'll probably stop playing. While I could ignore the less engaging characters and story in version 7.0, the impact on my vision and health has been very disappointing, especially considering the time I've invested in this game.
I hope SE won't forget, or at least give us an answer. My girlfriend has the same problem, it's random outdoors and at certain points in the game.
For example, in the 1st extreme, the big tank buster with flames everywhere causes her to lose a huge amount of FPS.
She has a configuration above the recommended settings, so she's a bit lost.
I have been getting this everywhere on and off as well.
The game also seems incapable of getting over 50FPS since DT release!! (I have it set to run at 60)
This has been an issue for loads of people for months now, can we get some feedback from SE that its being looked into please?
I have also tried switching between fullscreen and fullscreen borderless to see if that fix's anything, it does not.

So, out of curiosity, I double checked my performance with the Dawntrail Benchmark since downloading DT because I am seriously confused. For comparison, my PC was achieving 10,000 - 12,000 before DT's launch according to the benchmark. Strangely, with the same settings, I am now achieving 2000-4000 less on each run. Now I'm getting 6,000 - 8,000. I don't know why the amounts are drastically different.
My partner has played around with the PC's and game's settings, and he can't come to a solution.
Like I said previously, if 7.1 does not improve whatever they have changed, I will drop the game. The story was lacklustre, and the performance of the game is now disappointing.
No amount of internally messing around with software (Not XIV itself, I'm saying like closing down web browsers or other games to make sure Dawntrail is the only program aside from other essential ones running), or externally messing around with hardware, has managed to stop this. And this has been an issue since the advanced access launch for Dawntrail. It's happened whenever I have been doing basic things from gathering, to crafting, to depositing basic items in the grand company delivery system. Especially so in dungeons or raids. Including in the middle of savage raids.
The only way to manually trigger this is by unplugging or plugging in a new USB device. Other than manually triggering it, it likes to happen just on its own. The game used to freeze for 20 to 30 seconds. But now, it's been freezing from 40 seconds, up to past a minute. Thus disconnecting me from the game. The times it doesn't, everything tries to catch up from where I froze, audio still playing (Even with the setting of "Do not play audio while the game is not the focus" being turned on when looking at a web browser, waiting for the game to stop freezing) the entire time. Once it does that, attacks the boss did become instant and everyone teleports around, and I am found just starting the death animation.
Either that or I'm hit with a 90001 error code.
The worst part is that no other game does this. No other game has this issue. It's exclusively XIV.

UPDATE: As of 7.1 The issue is still persisting. Manual trigger still applies here of unplugging or plugging back in a USB device. Not only that, but it seems like the items in your inventory, or other menus take longer to load.
