Same, I'm on Win10.
I am back from win11 to win10 today and the problem still exists. Seems like it is not related to windows version only. Still shuttering.
And since nvidia drive is the only thing I installed on new system. I don't think it is related to any software conflict. It just happened.

I have somewhat of a similar issue. However as far as I can tell it only happens in the Kozama"uka region. FPS is very smooth in every other area.
In this area I get random stutters for literally no reason. Even if there hardly anyone around I get randomly.
Prior to DT release my fps were rock solid 60 with zero drops. Perfect smooth performance. I have a decent PC too. Win10 pro/13600k/RTX4080/Samsung NVME 980 pro.
I tried lowering the game settings to their lowest and it still doesn't help. The random hitches remain. I tried using FSR and DLSS and nothing removes these annoying hitches/stutters. Hopefully they can fix these issues soon cuz its very hard to enjoy the game like this. Its very disappointing because FF14 has always had amazing performance until now.

Game starts smoothly at 60fps, after a few minutes it keeps droppingg, first to around 45fps, then to 15-20fps, eventually the game crashes completely (usually freezing my whole computer so I need to restart).
Benchmark went fine.
I tried fullscreen, borderless windowed mode, lower graphic settings (all the way to the minimum), to no improvement. Newest driver is installed. No parts are overheating either.
Setup:
Processor: Intel(R) Core(TM) i7-6900K CPU @ 3.20GHz 3.20 GHz
RAM: 32,0 GB
System type: 64-bit operating system, x64-based processor
Graphics: 2x Nvidia GeForce 2080 Ti
OS: Windws 10
I had an Xbox One controller plugged in while playing DT and the stuttering was quite atrocious. Unplugging it alleviated the issue immediately.
I'm solely mouse & keyboard on my end, but I'm glad unplugging your controller fixed your stuttering problems.
I'm using mouse & keyboard only, too. Had a PS5 controller plugged in at first (for another game), unplugging it didn't change anything about the stuttering unfortunately.
