I had this issue too during Early Access and fixed it by applying a lower resolution and then applying the resolution i was using again.
I want to guess that for TSCMAA, jitter being disabled during cutscenes is somewhat intended behavior, since it might be preferable when the camera is standing still, especially if the game is using upscaling.
For DLSS though, that's definitely a mistake. Especially since DLSS effectively masks the jitter effect.

Anyway, it's not really my rodeo. I'm not going to keep opening bug reports. Hopefully the devs get the message at some point. I heard the solution from Reddit works, and that having jitter fixes both the weird lines and the lack of AA when using DLSS/DLAA.
