Yes, thank you, I know that.While possessing impressive multi core performance, Threadripper of that era has middling at best single core performance compared even to CPUs of its own generation due to lower clock speeds. I's expect modern Ryzen to have nearly double the single core performance (unverified, only suspected, not checking benches right now MSQ to do) which, by the way is what XIV likes. It does NOT multi thread well. When one is CPU bound as you are no reduction in graphical settings will make any difference in performance whatsoever.

When you look at the imbalance of the hardware, one has to think that the gpu and ram were just slapped in there (huge waste of money too as the ram and gpu are completely wasted ) recently without regard as to the rest of the system. You don’t turn a Corolla into Ferrari by putting a Ferrari engine in it. There’s probably a bunch of outdated things in there too + bloat. Power supply could be an issue too powering that. OP should post a dxdiag as just the very basic hardware is insufficient.

No, that not the case. I know what I put on my PC. The only not that fast thing except CPU is RAM, its 2.66 overclocked to 3200, but it could not affect so much.

it’s one of the most imbalanced systems for someone who knows what they put in their pc. The ultra expensive (and now old) mobo doesn’t make sense either. Why don’t you post the diagnostic as required? Just the name of the hardware parts is insufficient. Make sure drivers and bios are up to date.
Could be a pcie bus problem too with that Mobo. As for hardware, whoever advised you, had no clue what they were doing and made you waste money for absolutely nothing. Could have gotten something much more balanced and better for a lot less.

Workstation PC or not, the game should be performing a lot better on that setup. To be honest, it feels like the game runs pretty poorly for the visual upgrade we did get.
Their DLSS implementation is 100% busted (anyone who argues against this is wrong -- people are getting better FPS on FSR which is just silly). It's been a problem since the benchmark and was never addressed.
The best approach I've found is to use some of the DLSS tools available and force the quality preset settings across all presets since they don't give you control over which one is running. You'll actually get some benefits if you do that and should get a better frame rate.
I noticed it degraded my benchmark score by around 1K, so I leave it set to FSR (AMD GPU is disabled) I''m running at 1920 x 1299 native, so no need for scaling anyway.
If your system is CPU limited then DLSS will not improve the performance. DLSS helps the GPU. But since you have a RTX 4090, it very unlikely, that your GPU is the bottleneck.I do not get it at all.

DLSS of FSR do not do ANYTNYNG, not even +1 fps.

PS: Yes I know it`s not a gaming CPU, but all other modern game on max is no problem for it, DLSS just do not work for me somehow.
