I'm not sure if it's the muzzle though. On the Late Allagan sets from the Wolf's Den, you can wear every head piece *except* Healer's, which is the only one that goes *on* your head instead of being a mask/visor of some kind.

Likewise with the Universal Gear from the Trophy Crystal vendor. You can use the Model A-1 goggles and B-1 masks, but the C-1 hoods are out of the question.

Fascinating (and very sad). Totally forgot about the PvP gear.
