I would wager that it's the latter; they were late in development. SE should really hire more people to look into issues like these. For how long female hrothgal was supposedly in development they should not launch in this state interms of rigging for their clothes. They currently suffering the same issue of faces having locked hairstyles behind them just like when male Hrothgar launch in shadowbringer. Million dollar question they mange to fix that in Endwalker even through we had to wait for every main patch for them to get current hairstyle in game so why not applied to female hrothgal during their development. Unless their development started at very end instead of it being from the beginning which would explain why we did not really see them in actual gameplay to the lead up of Dawntrail.

				So it's just not me!
I really thought I was going crazy with how the shoulders felt so big on certain armor.
Hopefully they'll fix it.

Just chiming in to say I noticed on some glams it also makes the shoulders wider than they actually are as well.
Okay so, take a look at this, for those people who think it's just fine -
Here's a nice sleeved top with no gloves:
Here's a broken lazy Squeenix glove that they didn't rig correctly:
So not only is the model fatter, it's also shorter
Fix this Square! We can tell you just ported over some models and don't care, but we notice!!

Half off topic, but might I ask what top this is?Okay so, take a look at this, for those people who think it's just fine -

Feeling dumbfounded about those who don't understand that there is clearly something wonky about the rigging. The arms and gloves should have had similar dimensions as female roe, not male roe and rhoth.Okay so, take a look at this, for those people who think it's just fine -

for an example of Good Glamours:
Basically just abandon any handpiece that has any kind of "up the sleeve" look. they half-arsed the rigging. Stick to just gauntlets or little gloves (I am a fan of the Lucian Prince halfglove, personally)
