It is a separate email and separate code from the expansion registration code, which comes in the email with the heading "Here’s your registration code for FINAL FANTASY XIV: Dawntrail." (I also ordered from the SE store online.)

If you've already claimed your pre-order bonuses (earring etc) using that code you should be good for early access if you log in.
The expansion code does explicitly say on the email "can only be redeemed from July 2" and the same message is present at the top of the mogstation page.

I'm aware that the other code isn't valid until July 2nd. But I'm using the pre-order bonus code.
One page says "Maintenance" (and has since last night).
The other page says my code is "invalid".

And when I log into the game, my XP bar is locked, so it's clear that I don't have early access.

You may want to contact support. But I suspect they'll say that it's due to congestion.
