Stutters in citites

I had the same issue, game was freezing (audio played, but everything else completely frozen and no inputs taken) every 30 seconds for 5-10 seconds at a time. Make the game completely unplayable. A complete reinstall of the game fixed it for about 15 minutes before it came back. The solution for me was a USB bluetooth dongle. Once I unplugged that, stutters went away for good. As soon as I plug it back in, stutters come back instantly. I know it's an odd fix, but worked for me.

Others in the Steam forums with similar issues have mentioned that unplugging a controller they had plugged in fixed it for them. I imagine what may be happening is the game is trying to do some scan or something for controllers, so try unplugging any bluetooth dongle or controller plugged into your computer. Can even try unplugging everything except your mouse and keyboard and see if it helps.
