Button Replacement Setting?

Some jobs have abilities that it should effect but doesn't, like red mage (like why doesn't this effect verfre and verstone?). A lot of the things it can effect seem very arbitrary.

Explain how Verfire/Verstone should be affected by this mechanic? I see no skills that should become newly available after casting either spell, nor are they spells that replace any other actions.
