Per the patch notes, it's in the Action and Traits window.
That's not what it does tho and it was never going to be a 1-2-3 combo on one button, just some people misunderstood and wouldn't listen when others explained that they were wrong
It's in the actions page, but it's not a 1 and done toggle, you have to toggle it beneath every individual ability it can effect. Some jobs like reaper don't have any abilities it can effect at all. Some jobs have abilities that it should effect but doesn't, like red mage (like why doesn't this effect verfre and verstone?). A lot of the things it can effect seem very arbitrary.
Never said that's what it does, sorry my question wasn't worded good enough for you lol but you clearly understood what I meant.

Explain how Verfire/Verstone should be affected by this mechanic? I see no skills that should become newly available after casting either spell, nor are they spells that replace any other actions.
Great question, Verfire and verstone are procs that can only be conditionally activated after verthunder and veraero, given that the criteria for what can benefit from this system seems to be abilities that activate other abilities flipping into the abilities they activate, Verfire and Verstone fit the criteria. Verthunder and Veraero should be able to flip into Verfire and Verstone when the ready procs activate but they're not given the option to toggle the feature on for them.
