"Additionally, characters that were visiting another World prior to Patch 7.0 will still be able to return to their Home World regardless of traveling restrictions, but their ability to return may be temporarily impeded by periods of server congestion."

The servers have queues under 100 right now, they are not "experiencing server congestion" but they are still marked as "congested." They said the Return to Home World service would function, but it does not.
