TOS doesn't supersede consumer laws. If I'm paying for a service and I am not able to use said service because of an unreasonable issue, TOS will not help SE. There is no feasible grounds for locking me out of the game completely when there are systems for resolving my issue. They just aren't enabled for some god awful reason?

Likely case, it'll get fixed in a few hours... maybe. Else I'll be giving SE-NA some phone calls throughout the day.
