On the Job Guides' tooltip, Fire's Reply gives Formless Fist, Wind doesn't. They are both weaponskills issued by the new Riddle's design.
Is it by design? I need to know, I will loose sleep over this

It'll probably make sense once we are in-game at a striking dummy figuring all this out.
