A number of changes to remedy an issue that didn't exist while exacerbating the issue that did exist, truly geniuses at work :>People don't like playing a class the way the devs intended it to be played. They're naturally mad when the devs force you to play it the way it's intended to be played. This sounds dismissive, but it's surprisingly precise since a lot of players conflated the classes identity with the ability to play the class in ways the devs didn't intend it to be played.
That said, it does add some problems. The class still has a catastrophic failure scenario because of timers, transpose-firestarter is still available to the class, umbral ice is vestigial at best, manafont despite being upgraded is actually worse now in that it only saves you exactly 3 GCDs (bliz 3, bliz 4, fire 3) without umbral soul or regen ticks, the class will suffer in dungeons below 76. Frankly I'd be surprised if the class didn't get a mid-expansion rework at this point. And oh, thunder having a DoT oddly is becoming substantially worse for the class due to timers and the high cost of failure. Would surprisingly make more sense to simply not be a DoT, but then the rotation would get incredibly long so it's not all good.
The devs are quoted as saying they wanted to make the class easier to understand and play (baseline level,) and didn't even bother touching the very thing that makes the class difficult to play, the timers.
Also, we now have proof the devs acknowledge scathe exists. WHY THE HECK IS IT STILL IN ITS GARBAGE ARR STATE?!
