You are completely correct, but SE never cares about past content.
RDM, for example, has a range of 10 levels where Jolt III is stronger than either proc it grants (so you ignore them), SMN was, at a point, stronger at level 79 than 80 (since Phoenix was less damage than Bahamut).
It's so tiring that they gut 80% of the game (literally all previous content) for some "balance" nonsense that ruins the job on top.
People have been saying that, with this change, BLM needs Umbral Soul at level 30 or something to even comfortably recover MP in dungeons and some trials, esp in the JP side. I love how much SE listens to feedback.

SE hasnt cared about old content for a while. It took more than a year for them to lower tanks second combo of their aoe from 70s range to lower levels.
They said 8.0 is the job identity expansion so hopefully that means they will look at a job from all angles and level ranges. If anything BLM needs to be looked at heavily because BLM is a different job every 10 levels and its not even funny.
SE is so myopic with some of their changes. BLM is one of the jobs- if not the job- with the worst leveling experience in the game. And they just made it 5x worse.Wait for 8.0
