I think bloodfest should grant three free usages of cart spending abilities, instead of the three carts it does today. Think of them as like three fake cartridges detached from your gauge.

Right now when bloodfest is coming up you need to dump your gauge then bloodfest to not overcap on carts. Which can be very clunky depending on downtime mechanics.

I think instead, bloodfest should grant you three fake carts detached from your gauge, so then you can go into bloodfest with however many carts in your gauge as you happen at that moment and still be able to burst and not overcap your gauge when pressing bloodfest.

When you play Gunbreaker to its fullest potential there won't be a massive difference with this change, but it will make recovering from mistakes or deaths a lot easier. I think it would make the job less rigid on where and how we can use bloodfest, and I can't really think of any downsides to it (Feel free to correct me if I'm wrong).

This could also fix those certain situations where just before the bloodfest burst window you are only able to pull 2 carts before the burst because of downtime (P9S limitcut as an example) where you then have to akwardly improvise a burst to not overcap. With this change I'm proposing you could just press bloodfest when downtime is done, have 2 real carts and then 3 fake carts so you can spend 1 real on gnashing fang, and then 1 real and one fake on double down, and the rest however you want.

The same idea has already been added to Redmage and Reaper in DT, and I feel like Gunbreaker could really benefit from this change given how rigid it feels to play.
A change like this would make it easier to recover from mistakes or deaths and make us not have to delay bloodfest and just be able to use it whenever we want and not when the rotation allows for it.
