You have misread the post.
It states that the patch will be available for console users the 26th June at 11:00 GMT, and for Windows/Mac/Steam users on June 27th at 15:00 GMT
You will be able to download the patch after these times for the respective platfoms.

The timeframe for maintenance is as follows:

Worst part is there is no refund. They shut down the servers but they don't give you extra 2 days on your maintenance.

the TOS you agreed to states that routine maintenance is not considered a reason to get a partial refund. They've done it in the past, once, but that was in response to the extended issues with login queues causing effective outages around Endwalker launch.

I don't accept that anyone could be THAT oblivious at this point. Even someone who ignores/avoids social media, YouTube, the forums and their own emails would've seen info about the expansion on the launcher.

This literately happens every time. Previously we would just say they were on the (PS3, PS4) where the information isn't obvious. Usually the companion to this is "why don't they let (fill in unreasonable request that would ALSO require the game being up"

Personally what I want is for them to put the "cheap dungeon" mini game into the launcher just so people who try to the launch the game get that with a maintenance timer tick down.
