Good news, Dynamis just had its wards reclassified and now a lot more wards are available for fcs to bid in.The really annoying thing is there are wards and wards of empty plots that are simply not put up for sale by SQEX so if you are a legit FC you cannot get a FC house as the few wards that are open for sale are absolutely full. leading to very low odds on an auction if a plot does open up.

It's allowed because it's a half-baked system.
But, it's also allowed because ultimately there are no people taking these plots because they are so godawful busy waiting for their favorite plot to show up, rather than to actually just take a plot and build a house.
Do I think it's a good thing? Nah, but ultimately it is something they could quite as easily do something about, they just don't care to do so.

You can sell without paying taxes? That is new to me. But you cannot say I don't have alts or friends, since you need no friends for this trick. Logically I need this technique, if I don't have friends. If I have friends, there are many easier ways to give money to alts or friends.I'm guessing you don't have alts or friends. That's a very common way to trade large amounts of gil between characters on the same account, or to a friend without having to do 50 individual 1 million gil trades. It's even possible to bypass both seller and buyer market taxes if it's done via a Mannequin.

Cry about the system, not the player. Instanced housing is the solution for this.

If you create a housing system with scarcity, you need to limit purchases to one home. This system has needed revisions since day 1.

They do limit it to one. These are characters on an account that have different FCs since the FC tags don't need to be unique.
Let me give a hypothetical where this can happen in an entirely innocent way. You have your own FC on your main and you own a house. Your alt on the same account is in a different FC that has a house. Your alt becomes the leader of that FC and thus the owner of the house because the leader owns the house.
You could say that you don't allow characters on the same account to be in different FCs. That...ain't gonna fly. You could say the leadership should transfer to someone else who doesn't have a house. What happens in very small FCs where the next person who last logged in may not be active anymore? Then nobody who is active owns the house and anything that requires being the owner can't be done.
A decent suggestion is having workshop items move to individual GCs. I think that's viable since the grand experiment of FC workshops just hasn't really panned out. That would eliminate the desire to have as many of these shell FCs, without hurting smaller FCs.

Honestly who knows how it's allowed
This is part of why I never cared about getting into housing despite starting on Maduin, because even if I ever finally got the gil for it, all the plots would be gone anyway (whether legit or... like this).
Now it's just a matter of waiting until it happens with the new Dynamis servers.
They need to start automatically adding new housing wards as they fill up... Stop the artificial scarcity of houses.
And actually stick to the whole 1 housing plot per person, (2 for FC leaders in 1 private and 1 FC).
Housing has always been broken from what I've been told, the housing lotto is also a really bad system IMO.
