What's wrong with housing?
Since housing was first released people have been asking for the system to be changed to instanced housing. So, I wouldn't count on housing ever getting "fixed" this far down the road.
You are better off not owning a House.
I owned 2 Mid-Houses. Fully Furnished. I have spent Millions of Gil.
After my House was finished I got bored very quickly.
The worst part came after a few Month. I was constantly thinking about losing my House. You know, things happen.
Not because of the Gils I have spent. All I could think about was that I own a House. Others don't and may never own one. I'm so lucky!!!
Then the reality was starting to sink in. I was a Slave to the Game.
I could not take longer breaks. I was scared of getting sick (Hospitalization). No more Longer Vacations (yes, I can do that) and so on.
So, I have freed myself from that burden. Believe it or not. I felt soooo relieved.
I would never ever buy a House again as long as you have to stay subbed to keep it.

Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
If they're not going to add instanced housing (which they should), then I think they should add more plots based off server population. Worlds with lower populations still have empty plots everywhere, so they don't need more right now. Meanwhile, congested worlds have more people wanting houses than there are plots that even exist, depending on the World. It's not entirely realistic to want people to transfer to lesser populated servers just for a chance at housing when many people have established Free Companies and friend groups on these servers. You'd have to either go alone or somehow convince the people you play with to go with you.
I also think it would actually go a long way towards helping the housing issue if Company Workshops were removed from Free Companies. People buying up houses solely to use them as submarine farms is definitely an issue, but if the workshops (which you need to have certain permissions to use in your FC in the first place) were instead part of your Grand Company—unlockable at a certain rank, perhaps, as incentive to rank up (since they haven't done anything with that since STB)—it would not only make workshop crafts and airships/submarines more accessible to all players, therefore potentially freeing up a lot of plots occupied solely for this reason, it would likely also help with some of the gil inflation issues.

The reason why is simply because housing is not fixable. It needs reworking if it is to be even remotely good.
I get it, some people like the neighborhood design of housing wards. But that's pointless because people are very rarely at their house in the first place. In the vast majority of cases the housing wards are utterly devoid of any players.
I just wish dawntrail had a housing district
it will be addressed and answered yes but you have to be louder than this forum this is only one place (and sadly its not well looked after cause there is too much fighting)
if you would like to champion the cause though know you are not alone there are many who want to resolve this issue so i suggest spamming this to your friends, fav content creators whenever they talk about gameplay(dont harass ) use all media platforms with which SE has a presence in(twitch,youtube,twitter, meta(facebook) etc)
and then you can be sure it will reach the ears of someone who needs to hear it
