I think there's a misunderstanding. ~75% a shot only as an emergency healing in a form of GCD heal. Not for normal situation, only if you somehow mess up your oGCD resource management or your party members keep standing on AoEs. my suggestion is more about increasing the frequency of incoming damage & healing, not increasing the heal strength per button, as healer is supposed to be busy healing. it serves a purpose to fix healer gameplay, not only to make them heal more than tank.
And to make it clearer, the emergency single target GCD needs to be pumped up to ~75% heal a shot is to make it stronger than the 'upgraded raise' that raises with 50% HP. this is important because if the emergency heal doesn't heal significantly more than 50% HP, then healers might choose to let the person die and then raise them instead of healing them.
and the reason the 'upgraded raise need the 50% HP' is to make it significantly stronger than the DPS raise so ppl reliance on DPS raise is minimized.

You all forgot that the problem in the healing is not only on the healing number, but on healers gameplay. healer gameplay needs fixing, and it does need an overhaul. and thats the goal of my suggestions, to fix healers gameplay, while in the process also fix the tank heal & DPS raise problem. sure tank can be fixed, but the topic of this thread is how to fix healer problem from the healer side that is effective enough to also fix the secondary problems that stems from it.
Simply nerfing WAR on the other hand, wouldn't fix healer boring and non-engaging gameplay.

The problem is, just as I mentioned, the majority believes that healer needs to do GCD healing as little as possible for optimal play. now it's already a problem with how there are a lot of healers that would overly prioritize DPSing instead of healing, in turn make the cohealer (and even the whole party) suffer. That's why, making the healers need to use more GCD heal wouldn't help, it will just make the current problem with DPS-oriented healers even worse. The devs are also aware about this problem, hence they remove anything that 'clashes' with DPSing. as in they remove something that has direct decision making whether to do DPS or do something else.
Examples:
-tank stance no longer reduces DPS output because back then tanks would turn the stance off to deal more damage
-whm lily heals are no longer a DPS loss
-sch ED was removed at some point because ppl kept using AF stack for ED instead of for healing (although got restored because the playerbase asked for it because ppl just love DPSing that much)
-etc
-etc
That's why at this point the safest bet to fix healer gameplay without adding more problem is by moving a lot of healing to the oGCDs, and save GCD heals only for emergency like DPS' raise & PLD clemency.
