It was most likely because this is all pretty normal for the first tier. The change they made applied to the subsequent tiers.
They probably didn't think about it for the first tier because there is already a delay between normal raids and savage raids and the crafting stuff was probably an afterthought.
They could address it, however, you can alternatively get the extreme weapon + extreme accessories + some normal raid left side gear in advance. Of course, it's not going to be pentamelded, but you can carefully choose the pieces that are the most burden to craft/buy and this certainly is an option for less wealthy players. Release week + next week + savage release week should cover body + legs + hands + feet normal raid gear, leaving just 1 piece and maybe a ring outdated which could be got with the weekly-cap tomes.
They also normally say they make the first tier easier "because people are still adjusting to their new rotations", so it may not be that much of an issue.

It still feels bad to know that you may be going to raid without being on equal footing with people who have the resources and the gil to spend, and I don't think that's something the devs want to see in their game. Hopefully it's an afterthought as you said, and we'll go back to the week-long 6.2/6.4 crafted -> Savage delay.
What the heck who thought it's good idea to put crafted gear in same day of savage raid. I'm strongly agaisnt it. The thought is so bad it make me want praise Ubisoft pre order.

Releasing crafted gear on the same day as savage also has the unintended consequence of indirectly encouraging RMT. If crafted gear releases on the same day as savage, we all know it is going to be exorbitantly expensive. There are a large number players who don't have a lot of gil or a means of making gil themselves. Some of these players are going to raid savage on day 1 and some of those players are going to partake in RMT to be able to buy gear. I guarantee gil sales will skyrocket because of this.
Aside from this, it is wildly inconvenient for any player who wants to raid on day 1. I have all of my crafters and gatherers leveled and ready to make my own gear, but I will have that joy taken away from me if crafted gear releases alongside savage. I'm forced to make a choice between crafting and raiding with the time that I took off of work. That is a choice I do not want to make, and that feels really bad. Please stick to the same schedule that has been widely received as favorable by the community and release crafted gear one week before savage to allow your players to prepare appropriately.

I really don't think they reverted it. I think they just didn't consider changing their first tier formula. Everything is a formula with SE after all. But it's fair to suggest it should change for the first tier also.
The problem is not the gear, THE main problem is that pots and food are also releasing alongside Savage, and crafting a whole static worth of potions is as tedious as it gets.
