That's FFX-2's Blitzball in a nutshell and was a pale knock-off from the more engaged system from FFX. FFX-2 Blitzball has been criticized at inception from what I recall. I'm sorry but I really do not want resources be put into that.

If ever, it should actually be an engaging activity, but therein lies the problem - without the right structure + replayability (i.e. reason to keep people playing) it will be dead on arrival if not a few weeks after - which is exactly why Yoshida does not want to develop it. The risk for this is way too significant, especially if you want a more fleshed out version of Blitzball.
