[Request] - Manafont small tweak

Manafont will get a rework which will make it much more powerful than it currently is.
With the meta being even more reinforced as 2min burst with 20s raidbuff, Manafont being unable to be properly used every 2min will result in lass and most importantly, frustration and annoyance

To adresse this matter, two solutions exist and should be easy to implement.

Suggestion 1 : Reduce its CD to 100-110s
With a lower CD, we increase the odds that it becomes usable before the burst phase allowing us to enter it with properly. Currently, if the 2min mark arrives when we're in ice or beggining of firephase, manafont drifts and due to its nature, the drift can be quite sever. Reducing its CD to 100-110 would ease this issue.

Suggestion 2 : Turn it into an Excog effect
This would be the best solution. There are now enough rooms to weave properly. We would always be able to weave it every 120s with minimal drift if any. Giving it an excog effect which triggers upon reaching 0 mp would fix the problem.
We press manafont whenever it is up and upon doing despair, (flare in dungeon), we're back to full.

Please consider it.
Those are simple enough solution and would adresse a problem that's been ongoing for quite some time which will become more relevant with DT.
