No 1mil Gil for new character on Kraken?

So, I don't know if I'm reading the "Character Creation Bonuses on New Worlds" right, but it seems like I should've received 1 million Gil ...and I haven't ...yet. To be clear, this isn't my 1st character- I have several characters exclusively on Crystal DC, Malboro. I have NEVER played on Dynamis. My character on Kraken is currently level 30, working on level 30 class quest, and maybe around the level 15 MSQ quest range (that Road to 80 buff is crazy).

Double EXP bonus (until level 80 is reached)
** I got this. Road to 80 buff.

Gift of 10 silver chocobo feathers
** I got these (plus some others for account-wide friend referrals, pre-orders/purchases, etc)

Gift of 1,000,000 gil (*1 *3)
** I did NOT get this.

Gift of 15 days of free play time (*2 *3)
**Does not apply due to exclusion #2 below. Malboro was a preferred server when I created my 1st character there, so presuming I got my one and only time credit then.

*1 Limited to once per data center region on a single service account.
I guess this is where I'm confused? As stated, I have played exclusively on Crystal Malboro (and probably did get the 1 Million from that DC/World when I started way back when, I can't remember), but this states that it is per data center region. Since I'm new to the Dynamis data center region, it implies I should get 1 Million Gil there too ...right?

As a subscriber, this doesn't really apply to me, I've already purchased and registered the game, but it does imply that the Gil and free play time may be granted after level 30 (player level? msq level?), but my character is player-level 30 now and I still have not received any Gil.

Does anyone else read this differently than I do? I'm ok with being excluded - for whatever reason - but I'd like to know what that reason is.

Ah, that's what I figured.

I started on Maduin way back in the day when it was barely a couple of weeks old, so I just assumed I got all of the rewards already and making an alt on one of the new Dynamis servers wouldn't give me anything else.

Update: I actually ended up getting my 1 Million Gil the minute I turned level 31, so either I didn't get it before when I first started on Malboro ...or, Data Center Region means exactly what it sounds like - Dynamis Data Center Region, Crystal Data Center Region, etc and so forth.

Or it differentiates new and preferred world, and now that yoy have done both, a 3rd character will not work.

It's possible that the system was delayed in delivering it because of all the new characters created on Dynamis in the last couple of days.
