So basically we can make a piece of crap that shows our idea, but can't actually elaborate on the idea and polish it because that would then cross it over to being personal artwork or fan art. I mean I'm sure there's some miscommunication here or maybe I'm just missing something, but the line between the two seems very blurred. I love design contests since I'm a graphic designer and all, but I don't wanna spend time on something making it really awesome if it's gonna get shot down because I'm misunderstanding something.

Their concept art... You are not allowed to create new assets, only use theirs. Your character is their asset which is why that is ok.
