I might actually play White Mage if they got lily at 30 (as the first WHM ability) and blood lily at 50 instead of ShB
Tangentially I wholeheartedly believe the game would improve if we moved every 52 ability to 50 or below, just all of them indiscriminately.

black mage should really be what it is at 60 at level 50.
I just want some competent job design along with a mild difficulty curve. Asking for more seems to much right now.

I really want a single lily as a level 1 "you have equipped the job stone" ability so that White Mage is never the strictly worst healer. Astrologian has Essential Dignity in Sastasha. It's fine for Conjurer to be the worst healer, but White Mage should not feel worse in low level dungeons than the other three healers, who can effectively never cast a gcd heal in Tam Tara or Copperbell.I might actually play White Mage if they got lily at 30 (as the first WHM ability) and blood lily at 50 instead of ShB

I agree with that.

I feel Monk is a good blueprint for skill distribution; it has your basics in place by Lv.50: both single-target combos, its AOE combo, some CDs to use, and a kind of proto-burst in Perfect Balance for opo spam. By Lv.70, it essentially has its full rotation in place; you're doing at 70 what you'll be doing at 90, just a bit slower and missing an extra CD to speed up your auto attacks. There are some issues on the way, like the 2nd AOE hit not being available before the 3rd hit is available until Lv.45 and the stretch from lv.50-60 being a bit thin for skills, but on the whole it's a good model to follow.
Other jobs, however, can feel like skeletons all the way up until level cap. Reaper feels very threadbare on available skills all the way until Lv.80, and what you do get along the way is a bit disjointed (you get the raid buff before you get enshroud for instance, and you don't get plentiful harvest to get a use of Enshroud on your opening burst until Lv.88; it always feels like you're missing something crucial). Other melee jobs are also usually missing their full AOE combo until high levels as well, like Dragoon missing its 2nd AOE combot hit (with the damage buff attached) until Lv.62, and its 3rd at Lv.72, while Monk has all 3 hits in place by Lv.45.

Ironically enough, I actually used the in-game "Leave a Suggestion" feature going into depth as to why Level Sync is terrible, with the theme of not having a complete toolkit by the time you hit level 50 which discourages players from doing level sync content, while encouraging players avoid Level Sync content if they can help it, because not even the Moogle Tomestone events aren't enough to get player to do level sync content and players would rather spam Frontlines instead.

It’s especially egregious for Picto
You know how many buttons are in the rotation from 1-59?
One, the RGB combo, with two cooldowns (hammer and moogle) and two defensives (smudge and tempera coat)
I completely agree with this ^.^My hot take is that every class should resemble the level cap version by level 60. They don't need the full array of buttons, but it shouldn't feel substantially different to go into POTD or Dun Scaith as a class than it does to do Expert Roulette.
In service of that, White Mage deserves a lily usage the moment you put the stone on, and ideally for Stoneskin to come back during ARR as a worse version of Divine Benison that gets upgraded into something actually good.
Please do it! Dark Missionary being 76 is beyond frustrating for the lvl 70 ultimate the binding coils of bahamut!
