Perhaps SE assumes everyone will do Savage/Ultimates at one point? It doesn't help they seem more apt to listen to content creators in regards of that, but we have seen examples of raiders also dissatisfied with the current state of healers. People who say it's fine are non-main healers so there's strong (or little) bias.

But endgame content isn't necessarily raiding for majority of people, for some it's crafting/gathering, for some housing... It just doesn't make sense why so fixated on allowing healers to be this boring.

If YoshiP wants healers to output DPS, then one solution would be to turn all healers into offensive support or something similar. Strip them of their GCD heals, increase potency on oGCD because those would be used more rarely. Instead, they could add support with buffs and benefits.
