Unable to gift Items to friends (Online Store)

Hello!

I tried gifting a "Tales of Adventure" skip to a friend, but they're not appearing in the recipient list. Only 4 characters are appearing there. I have been friends with this character for over 3 months now, so the 72 hour rule is not applicable.

Can there be other reasons why I'm not able to gift something?
