Depending on when or how often it snapshots it'd either be exploitable or unstable. For S ranks all we really need is a 4-5 min invuln or minimum death time to rule out early pulls and old marks instantly exploding; if everyone could physically make it we wouldn't have login queues or instances ever.
I rather they make it so players from other worlds don't get credit for killing A-ranks and S-ranks then reduce the number of kills required for the achievements or reduce their respawn time. I'd like to see what's going on and deal with its mechanics instead of seeing a swarm of several hundred players obliterate it in seconds.
That's a bad idea in practice- conductors and spawners are overwhelmingly more likely to hunt crossworld because it's basically necessary. This late into the expansion, trains aren't even kept on cooldown due to conductor shortages, limiting it to locals only would make it worse for the places that do share conductors and scouts, and disproportionately punish lower population servers. And on those servers, SS rank minions can and have failed because there weren't enough people, even with off DC reinforcements.
There's also some pretty egregious S rank spawn conditions where you really want any help you can possibly get- some require hundreds of mob kills and one straight up requires 10 people minimum to attempt the spawn. I can't remember the last time I saw one that didn't have people from at least 3 servers.
