You're basically asking for SE to add more wards. The wards are already instances of the type you're thinking about.

Which doesn't happen outside of a brief period when there's a major new content release affecting the housing servers or a specific ward getting slammed because of some huge venue event.

Those situations are very temporary and not a reason to not expand the amount of available housing.
