#1 seems ridiculous because people move country, especially in an international multiplayer game where people marry as a result of it and have to move country, or move around due to a job that involves moving like being in the military.

Because JP don't move countries, therefore SE's understanding is that no one does. I'm pretty sure this goes against EU's laws of sorts but I haven't done much research about it yet. Even Blizzard allows you to change your country if you submit the proper paperwork.

You don't need paperwork to change countries on Blizzard, you just need to have the same country IP for 14 days straight to change it alone with just a auto-ticket submission.

I've recently changed countries on it and that's how simple it is.
