Always bet on me is for winning Triple Triad matches with the rule "Roulette" active.
Did you check that?

Please tell me that you are kidding me that the "Win 1,000 triple triad roulette matches" does not mean "roulette matches" aka the Open Tournament because opponents are random and means "matches with the roulette rule active". Can I change my bug report to very deceiving description instead because eeryone I complained to also thought it was Open Tournament matches. Going to go crawl in a hole and die of "trusting the game description instead of googling" shame.

Oh, I'm sorry about that
This achievement was first introduced with Triple Triad and Open Tournaments did not exist. You have to find a NPC with the Roulette rule and farm matches that way.
On the bright side, you must be well on your on Open Tournament achievements, IIRC there's some of placing First and other from winning matches (they only reward with titles though).
