    There's a reason for it - tutorial purposes. New players, and i mean actual new players who have no idea how MMOs work, struggle to remember to press a second or third button so they need a long time to ease themselves into it. It makes sense and i agree with it.

    It's fine though - if you're so skilled i'm sure you can easily level up super fast and get those extra skill. I'd say having fewer skills actually makes the low levels more strategic where you optimise GCDs so you can pull more enemies faster.

    players forgetting to press buttons is fine, New players don't really need to fully learn their rotation, if a new player ignores a core function of their class due to not knowing they will still be able to get through content, even tanks & healers all they really need to do is heal or turn on tank stance and AOE.

    The game shouldn't lock out more then half your skills, keep in mind ARR is the base game, by the end of that the goal should be for players to learn a baseline rotation (not perfectly), it should also be enjoyable... which is a big reason why people leave is because the game comes across slow and clunky.

    ARR should introduce the foundation of your job, which it fails to do in a lot of cases, which is the issue.

    It's only partially for tutorial purposes. Back in ARR, at those levels, people had more skills. The big issue nowadays is that SE wants to create new abilities for jobs, but they don't want to increase the total number of abilities, so they end up removing old abilities to "streamline" the job and open up a slot for higher-level players. Though this keeps the max-level complexity stable, it also causes the issue that lower levels slowly have their abilities siphoned away, which makes the lower levels feel worse.

    Currently, Bard has 14 skills it gets by level 50. 20 if you include all of the role abilities.
    Back in ARR, it was 22 at max level, 31 if you include crossclass abilities (though iirc you could only use 5 or so at the same time, so it'd be ~27).

    I said this allready and say it again.
    We are not talking about lvl10-20 players here. If you still cant press 3 buttons and Know your rotations and avoid the red attacks at arround lvl40-50 after 20 to 40 hours of gameplay ( ARR can be reeealy long ) What the hell are you doing ? Games should be NOT designed to people that don't care or outright incapable of playing said style/genre of game.

    Imagen if we would balance the jobs for lvl90 endgame content to little timy who still not got past 1-2-3 rotation and still stands in reds all day because its too hard.
    Imagen having your lvl30-40 rotation gameplay all the way to lvl90 how much FUN that would be.
    Because this is the Logic your trying to argue with.

    Imagen Playing a 4X strategy game But its Balanced for People that Only capable of really playing Candy crush... because said player refuses or outright cant learn a 4X style game.
    Yeah lets hold back the game because of them and make it horrible for everyone else.

    Lvl40-50 is waay past the Basic tutorial stages, my 53 year old Mom would learn it by then if she would really want to...

    At lvl50 you should have a FULL Working And fun Rotation you DON'T need all the lvl90 skills for that to happen.
    Most of the Job Rotations and "Identity Mechanics" that makes Jobs fun and Interesting come in waaaaay to late.
