They should have just cut one high fire out of the rotation and given that to flare star

So instead of freeze->high fire->high fire->high fire->flare->flare->flare star

Just make it so that in order for flare to not consume all your MP you need to have 2 or more umbral hearts so your rotation becomes

Freeze->high fire->high fire->flare->flare->flare star

This change has basically made high fire and high blizzard useless buttons
