The rotation is Solar -> Bahamut -> Solar -> Phoenix -> repeat. Solar will always be in the opener and 2 minute window, unless you die and bork the order.

...this describes most of the Jobs in 7.0.The thing about adding more primals to the list is that functionally, it will just be the same rotation, just reskins of Ifrit, Garuda, and Titan. There is literally no reward, whatsoever like how BLMs are with Paradox and Fire 1 / Blizzard 1. Whether you mess up your rotations or not, you will still be able to summon them.
So SE/CBU3 has already committed to just "Visual Upgrades" — one of Mr. Yoshida's currently-favoured "marketing phrases" for the 7.0 changes — for most of the Actions across the Jobs in Dawntrail.
Therefore, if we've already embraced "uncreative disappointment" as the design-theme of the expansion for Jobs, there's really no reason that we couldn't just palette-swap the Primals, so that Summoner at least continues its toddler-like steps towards trying to feel like an actual FF-series Summoner.
If you need to offer some token sense of "progression", just lock the 3 new ones to Solar Bahamut, and increase the Potency of their actions by 20 or something. That's apparently good-enough for most other Jobs in 7.0, and since Summoner's design has almost no standards already, it would certainly be good-enough for 6.0 Summoner.
Locking levi-shiva-ramuh behind a demi accomplishes nothing.
Sure, the amount dopamine will get you through a few days or weeks of eye candy and then it will just be back to the same thing. No variation, just reskins. No reward, no sense of urgency, no significant situational benefit. All flash, no substance.

While translation is a large part of our job, what is not known by many is that the EN localization team plays a large role in the creation of a lot of in-game terminology and lore which is then localized back into Japanese (with liberties often taken by the Japanese team so that the text might appear more appealing to their target Japanese audience).
The best option would probably be something like having the 6 avatars available (Eureka's elemental wheel style) and a "mnk's master gauge" style thing in the center depending on umbral/astral for baha/phenix to trigger when you want/needLocking levi-shiva-ramuh behind a demi accomplishes nothing.

You are completely missing the point Eorzean_username is making: Of course it's all flash and no substance, that's clearly the most we should expect from 7.0, and the devs are more or less saying that part out loud. Just be thankful if they aren't making your favorite job mechanically worse. So if flash is the best we can hope for, then at least don't skimp on the flash.

I don't play summoner. The more it's become an actual summoner in SB onward the less it's felt like the job I used to enjoy in HW. So I don't really have a dog in this race per say.
But really? Another Bahamut? They couldn't have done anything more creative than ANOTHER BAHAMUT?
