Are you free trial by any chance? I think only when DT releases you'll get access to ShB and EW. Otherwise I think you'd need to buy EW to get access to ShB and EW....It's really scuffed.
Hi, Dawntrail will allow you to access content after Stormblood on July 2nd, when Dawntrail actually releases.
If you want to access content after Stormblood prior to July 2nd, you will need to purchase Endwalker and make sure that the code is entered in the mog station if Xbox doesn't do this automatically.

It's a common problem around expansion launch time, where we have to explain to new players that pre-ordering doesn't give them access to prior expansions until it releases. They should make the pre-order code grant access up to the current expansion but for some reason they don't.
It would be nice if the pre-order gave you the previous expansions before launch, so you could get caught up before the new one starts. Just make it so there's no refund allowed if you choose to play the previous ones before release.
They've already taken the money for it upfront, and it's called pre-purchase on steam. There's no reason for it to remain locked content since we've already paid for it just to get stuck. It won't keep me subbed or playing longer, in fact it will make me refrain from renewing my sub at all until later because there's no reason to log in now. A HUGE MISTAKE by Square.
Nothing is stopping someone from spending the money to buy EW right now. They've already taken the money for it upfront, and it's called pre-purchase on steam. It would be quite silly to do so, but it's still an option.
It's not like they're gatekeeping the content beyond the normal purchase price.

It most certainly is silly to pay full price for an expansion that has 2-3 years of being current, just to have it become obsolete in less than 2 months. I'd buy it for like, $10. Either way, the fact remains that it's now a pre-purchase and should be treated accordingly.
(I wonder if i can even cancel it now, since I bought it through steam...)
