Odd stutter

Do you have power supply connected to the laptop? most of the gaming laptops throttle when not connected to a power source.
Do you have FFXIV selected to run on the NVIDIA GPU?

Please attach the output of the FFXIV System Information Tool.

Oddly enough, it doesn't stutter when on battery, only when powered. I received a second one with the exact same issue with XIV. Yes, the NVIDIA GPU is running the game.
