So, you see a big empty inventory space, and say, "I want a separate big empty inventory space"? For the majority of players, a "bait bag" would be just as empty as they think their key items are, and they'd be complaining all the same. "All this empty space, why can't I use it for [something else].

More importantly, this comes up all the damn time, Key Items "inventory" isn't actual inventory space. You see more empty space because you (probably) have your inventory on expanded display. Reduce your display to normal and you'll see all that "space" just disappear. Key Items don't take up any inventory space, they're just quest markers.

To be clear, I don't carry any more bait, because I've gone through the grind of catching all the fish. Versatile lures are always handy for casually leveling, checking fishing spots, lazily catching minor-importance (food related fish), and metal spinner is always the best for any custom delivery fish.

But for actually specifically targeting fish, for trying to catch big fish and complete fishing log, for basically doing anything but lazily casting and hooking, specific baits are more useful.

If you don't plan to hunt big fish, you don't need any more bait. If you do plan to hunt big fish, you'll need a lot of bait, but pretty much all of the bait is self-contained to each expansion (i.e. catching all HW fish means you'll never really need HW bait again). ARR just looks like it's overwhelming with bait because it covers a much broader level range (and many more zones), much like many other materials. But, again, if you catch all the ARR fish, you don't need all the ARR bait.

Anyone holding onto enough bait to think they need a "bait bag" is fishing slowly/inefficiently enough that they very likely don't need to be holding nearly as much bait as they think.
