Where is the 'glowing eyes' Black Mage hat?

I figured maybe they were saving this for Lvl 100 because it's such an iconic thing that everyone wants but I've not seen hide nor hair of it. What gives?

P.S.: no the dwarf bearded version is not the same.

We've seen the artifact set and it doesn't have glowing eyes, unless there's a /visor situation that puts them on with the darkened face.

I'd love a set like this, really.

I think the closest we get is the lv78 dwarven cotton petasos of casting. With /visor you can toggle the eye glow, but you don't get to toggle the beard.
