The Key items tab isn't really an inventory tab, it just looks like one. They've talk about it before.

If an item isn't super rare and/or I don't have an immediate need for it, I don't keep it. Most stuff in the game can be re-acquired relatively easily, if you ever need it in the future.

Y'know, as often as people try to bring this up, it's baffling that they also want a "tackle box."
Players are already complaining about a perceived empty useless inventory space in the Key Items tab (not actual usable inventory slots), but they want a separate inventory that, when they finish or abandon fishing, is going to be left empty and useless?
If they ever do bend to player demands for a fishing bait inventory, 100% within a week we'd have players complaining about all the empty space they don't use and would be asking for more of it to be regular inventory.

The solution to the tackle box is of course not inventory space but removing the tackles as items and turning them effectively into stances. Similar to how gig heads worked before the spear fishing rework.
Of course they would remove like 90+% of the baits in the process and keep only a few different ones which would work across all expansions.
It’s a good thing not to answer your enemies. I scarcely ever do. Perhaps Emily is more like me than I am like myself. Perhaps she would rather not answer her friends, even. She keeps it all in her heart.
I'm certainly not arguing against removing the need for certain items. Any system design should look at what does having this item add to the experience. Honestly, X bait for Y fish as a binary state isn't that interesting as there aren't any real choices to make.I agree.
