Controller issue with Toggle/Mixed Cross Hotbar controls when RT is not held.

Frequency: Always, started some time after 6.0.

In-game time: 17:40
Steps:
1. Character Config -> Hotbar Settings -> Cross -> Cross Hotbar Controls set to Toggle or Mixed (so that the back triggers do not have to be held).
2. Press RT or LT, hold any face button (in the video example, X or Square).
3. Attempt to press any other face button (video example, A on Xbox or X on DS), the input will not be accepted.
4. Try this again but this time continue to hold RT or LT, all input will be accepted.

I was curious and attempted the same thing. I use an 8Bitdo controller on x-input and found the same issue.
