More options means more things for each client to render.
There must be a balance.

I assume it's less coding and more making the models, textures, rigging and animations. Still, it's inexcusable how barebones the character creator is. Similarly old MMOs are capable of giving you much more customisation, no reason XIV couldn't do it as well.
Especially some races where there's literally only one or two good faces (like male Elezen where two faces look basically the same and then there's the old man and the creepy babyface).
AI is terrible at coding LMAO, no matter how much Microsoft wants to push Copilot. You spend time after it generates it having to correct it to be sane.
But yes, as other posters mentioned, pretty sure it's not a matter of coding, but a matter of making new assets and then trying to get their ancient toolkit to work with them. I suspect the graphics update actually is in large part to help upgrade that toolkit.
AI is good at making simple code snippets for generic tasks, like how to create a dropdown menu on a website and tell it to execute a task when an option is selected, or how to create a menu bar that stays in place at the top of the screen when you scroll. It isn't going to be much help when you have a big-budget AAA game with huge amounts of bespoke code, and the programmers working on your game have years of experience with the codebase.
Fun fact: When hiring a new programmer to work on an existing project, as a general rule it takes approximately 6 months before the programmer is able to provide any significant level of real productivity.
