Controller Hotbar Set Change while on a flying mount

Prerequisites:
Mount flying unlocked
area where mount flight is available

Steps:
1. Be in mid-air on a Flying Mount
2. Change to the hotbar set that matches the "Jump/Cancel Casting" Button
(L1+Triangle on a Sony Controller, which would be Set 1)

Expected Behavior:
The Correct Hotbar is Selected with no upwards movement

Actual Behavior:
The Correct Hotbar is Selected and the mount moves upwards

Gamepad Manufacturer: Sony
Gamepad Model Name: Dualshock 4, Dualsense

Extra Information:
strangely enough, this issue does not occur on the "Cancel" button, which moves the mount downwards

This issue also happens when underwater, And when mounted while underwater
for example in the ruby sea

if i had to guess the issue only happens when in mid-air but these are the only two states i can think of where upwards movement can be done while already in a non-grounded state
