Can't buy modern vocations for retainer

As the title says, I can't buy the modern professions from ANY retainer vocate, I've tried in Uldah, Gridania and Limsa with no luck, the "Inquire about retainer jobs" option just doesn't appear, I have a retainer archer max lvl 30 and my archer character lvl is 30, I've also unlocked the Bard job and it's at lvl 30, I have more than 40 ventures in my inventory but the option doesn't appear.

You have to be level 50 on Archer / Bard to assign the job to your retainer (retainer is okay at level 30).

By assigning your retainer a job, they will be able to equip job specific gear. Before assigning your retainer a job, the following requirements must be met.

Paladin / Warrior / Monk / Dragoon / Ninja / Bard / Black Mage / Summoner / White Mage / Scholar
Retainers: Achieve level 30 with the associated class.
Players: Achieve level 50 with the desired job.

Example:
Assigning your retainer the paladin job:
Your retainer must achieve level 30 with gladiator.
You must achieve level 50 with paladin.

Dark Knight / Machinist / Astrologian
Retainers: Achieve level 50 with any Disciple of War or Magic.
Players: Achieve level 50 with the desired job.

Just as a side note, I do not recommend switching a retainer from a class to its associated job. The only difference the switch will make is allowing your retainer to equip job artifact gear, which is usually worse than the role gear you can equip for your retainer and will affect which hunting ventures you can assign to your retainer plus what loot can be returned on quick ventures.

In addition, once your retainer has a job instead of a class, if you want to change it to a different job later you will have to reset and start leveling it over again on a class until it reaches the level where the job is unlocked. If you leave it with a class, you can change it to any of the jobs that don't have an associated class once you unlock the job on your character and reach the appropriate level on your retainer. That may sound confusing so let me give examples:

Currently you have level 30 Archer. You reach level 50 with BRD so you change it to BRD. Once you reach level 70, perhaps you decide you want to make Dancer your main job and so want to switch your retainer to Dancer as well. You would have to reset your retainer to a level 1 class (likely Archer in your case) then level the retainer all the way to 60 as an Archer before you could switch it to a Dancer.

If you leave it as an Archer for now and continue to level it, you would be able to switch it to Dancer once you unlock Dancer and the retainer reached level 60.

So unless you're 100% positive that BRD will remain your main job or that you will keep leveling for the job up to date, I would highly recommend leaving your retainer as Archer for now.
