The DLSS implementation isn't great but it does use a relatively new version of the DLSS Super Resolution (also known as DLSS2 because screw reasonable naming conventions). Specifically this is version 3.5.10.0 of the super resolution DLL file. I know you can use DLSS Tweaks to force DLAA and/or variants of the reconstruction model. What does seem weird is that the resolution starts really low and then slowly increases over time and it's often very noticeable steps as well.


On top of the DLSS implementation, FSR1 over FSR2 and no XeSS is a big letdown for non-NVIDIA GPU users. Hopefully this changes for the release of Dawntrail proper or comes with the first major patch. FSR2 and XeSS 1.3 are much better than FSR1.
