Possible bug on "Beckon of the elementals"

I am new so sorry if this is an old issue. I died in a solo attempt to kill the greenwrath elemental at the beggining of this quest. Now the journal directs me to an npc that just is not there when I show up no matter how many times I load back into the area. Is there a way I can retry this quest?
It is a main quest so I am assuming I cannot drop it.

Dude in my Linkshell told me his quest was bugged too but at a different point. He's supposed to find O-App-pesi (however you spell his name) After speaking with Fye (This is quite a bit after said fight) but can't find the NPC to advance.

Do you know if this quest is needed in order to do others at all? I am pretty much paying just to learn what I can of the story so I dont want to miss much.

Hello Melbolgia!

I have had the same issue very recently! (yesterday, in fact!)

Trust me, it's no bug. The journal just doesn't explain things very clearly. Do you remember the NPC at Quiver's Hold? The one behind the counter you talked to to start the quest named Nonolato? Talk to him again about "Beckon of the Elementals" and voala! You're back on track.

I am, in fact, very surprised that nobody has thought of telling you about this yet.
