^^^ I don't think it is because most of the storm pieces are STR and take up slots that can be used for DEX/PIE. The 30 Attack is not worth it and because you're losing out DEX/PIE you would most likely be weaker going for the bonus.

It's still much better than Ifrit's bow. ~4 DPS is a significant increase.
