The blacklist already blocks messages from people on your list in party chat, so there's no reason why the filter wouldn't as well.

I'm not sure how to post pictures, but I was basing this off of what I read from the picture about the term filter.

It says, "Applies to Say, Tell, Yell, Shout and /emote in all circumstances, including duties. (Will not apply to linkshell, cross-world linkshell, party, or free company chat)

I do think the blacklisting thing is universal, though, but it's weird that the term filter doesn't seem to be the same.
