Personally if their problem is how to implement with the most likely to satisfy the masses, I would say to start with filling in the eyebrow where the painted eyebrow was.
People who play as male Highlander already accepted how the theoretical eyebrow looks like when they choose to fill it with painted eyebrow.
People who don't like male Highlander would not be bothered anyway with or without eyebrows.
It is indeed hard to gauge for people who are repulsed by the lack of eyebrows on Highlander, but atleast the developer can start from somewhere and tweak from that.
Just want to jump in to say that I too think male Highlanders should be given the option to toggle on eyebrows, especially now that the new graphics update is being implemented and the face paint option 1. doesn't hold up as well and 2. does not give the player much variety to choose from--you either do not have eyebrows or you paint on one shape, whereas players who select other races have multiple eyebrow options to choose from.
I realize that there's probably still quite a lot to do with Dawntrail coming up fast, however I do think this is something that would be incredibly appreciated by the Highlander playerbase if it were implemented with the launch, so that players could use their complimentary fantasia to make that additional tweak along with any others they want to make following the 7.0 graphic update.
I support this and have for a while. But also I'm expecting that they won't make any customization changes like this until an actual slated character customization update. It's definitely the thing I'd push for first, though.
The whole "shaving cultural tradition" thing is nonsense. Not every Highlander is going to adhere to that. Also, there's Durante to add some extra salt to the wounds.
That's a lot of very real technical issues. Sheesh. That definitely needs a fix.
And yeah, it looks to me like not a single face paint option has been upscaled. At least not for the benchmark.
I noticed this in the benchmark. The hairstyles I most like clip my neck. I don't think they play tested their changes at all, for all race/clan combos.Highlanders have some serious graphical glitches and clipping issues currently.
The eyebrow paint hasn't been upscaled and now sits higher on the face so it looks awful, but there's other things that are outright broken.
Facial tatoo clips into the face on both sides for no reason.
This is while the character is totally idle. During certain animations, the whole tatoo below the jaw just vanishes into his neck.
Hair now randomly clips into the characters neck even on flat textures.
This is the short back and sides cut. This happens on almost all non-idle animations.
This is the Hildibrand cut. Just vanishes into his neck.
This is the smart side comb cut.
I appreciate a lot of people are upset with visual changes to certain parts of their character, but a lot of Higlander options are just straight up busted and not working correctly. I'm certain there are more issues like this, I'm going to check for them later.
Hopefully this is fixed before launch.

Wow, lots of technical issues here I didn't even notice. The first one you showed is with probably the most common hair for highlanders so the clipping will affect a lot of people. I was so anxious to see what the damage with the eyebrow face paint would be I didn't think to look for other issues. At first I thought it might be related to the Viper effects, but it's present even without the glow.
I'd still say I'm more bothered by the eyebrows, though. It's not a new problem but it feels a lot more noticeable now with all the upgrades.
Really is frustrating that we are still unable to have eyebrows for male highlander even though it was set on a lore standpoint! Not all highlanders are from Ala Mhigo! they def should be given the chance to have real ones at this point...
Majority of folks who play male highlander don't embrace their origins anyway, so the lore excuse is pretty trivial.
That being said, majority of folks don't embrace a lot of their races actual lore.
Just give them some eye brow options.
